PHiPAC Fast Matrix Multiply

The PHiPAC (Portable High Performance ANSI C) BLAS-compatible matrix-matrix multiply generator contains timing code (using IPM), parameterized code to generate a matrix-matrix multiply, code to search the parameter space of the code generator finding the "best" routine, and a BLAS GEMM interface.
