WODA

WODA (Web Oriented DAtabase development system) is about 130k (and growing) of code in Perl language which makes it very easy to create a (more or less) flat multimedia database which can then be maintained, added-to, modified, and queried through the WWW.

You can also call it a RAD (Rapid Application Development) system for web database applications but it would be a bit of an overstatement.
