На Конференциl= 0; были заслушаны обзорные ле = 82;ции ведущих учёных по ва= 078;нейшим современныl= 4; проблемам астрономии, проведены обсуждения  большого к = 88;уга актуальных вопросов, включая будущее астрономии = 74; России, прикладное значение астрономии, проблемы астрономичk= 7;ского образованиn= 3; и популяризаm= 4;ии астрономии, = 088;оль астрономии = 74; науке и культуре, вопросы происхождеl= 5;ия Вселенной и жизни, поиск= 072; жизни вне Земли, новых &#= 1092;орм материи и энергии во Вселенной, астероид = 85;о-кометной опасности и другие.

Ко= ;нференция отмечает, что Международl= 5;ый год астрономии  даёт повод для более широкого взгляда на положение астрономии = 74; стране, наро= 076; которой открыл человечестk= 4;у дорогу в космос. Российскаn= 3; астрономия, которая ведет свои истоки от первой Государствk= 7;нной обсерваторl= 0;и, учреждённоl= 1; Петром I в = 1725 г., всегда играла важную роль = 074; формированl= 0;и фундаментаl= 3;ьной науки и культуры России, а ее развитие является необходимыl= 4; условием их дальнейшегl= 6; прогресса.=

Вс= ;еленная – грандиознаn= 3; лабораториn= 3;, позволяющаn= 3; исследоватn= 0; и открывать фундаментаl= 3;ьные законы, недоступныk= 7; изучению в з= 077;мных условиях. В настоящее время происходит бурное развитие астрономии = 80; исследован&= #1080;й космоса, в которое российские астрономы вносят дост = 86;йный вклад. Однак= 086; в нашей стран = 77; наблюдаетсn= 3; негативная тенденция в отношении астрономичk= 7;ского образованиn= 3;, котор = 72;я проявляетсn= 3; в исключени = 80; астрономии из списка направлениl= 1; естественнl= 6;научного образованиn= 3;. Выпускники общеобразоk= 4;ательных учреждений обрекаются на астроном = 80;ческую безграмотнl= 6;сть. Ликвидация астрономии = 74; средней школе неминуемо с = 86;здаёт благоприятl= 5;ую почву для повсеместнl= 6;го распростраl= 5;ения лженаучных представлеl= 5;ий о мире (астрология, магия, колдовство = 80; т.п.) в условиях, когда научно-попу = 83;ярная литература недоступна широким кругам населения из-за высоки= 093; цен. Ответств&= #1077;нность за падение уровня есте = 89;твеннонауч&#= 1085;ых знаний с политиками = 80; учёными дол = 78;ны разделять и СМИ.

Участ = 85;ики Конференциl= 0; выражают уверенностn= 0; в том, что без современноk= 5;о астрономичk= 7;ского образованиn= 3; фундаментаl= 3;ьная наука не будет иметь полноценноk= 5;о развития. Эт= 086; означает не только культурную, но и экономи= 095;ескую целесообраk= 9;ность немедленноk= 5;о восстановлk= 7;ния системы под = 75;отовки астрономичk= 7;ских кадров, включая раз = 74;итие университеm= 0;ских обсерваторl= 0;й. В первую очередь необходимо:

– восстановлk= 7;ние преподаванl= 0;я астрономии = 74; школе в виде отдельного предмета;=

– восстановлk= 7;ние подготовки учителей астрономии = 74; педвузах;=

– включение представитk= 7;лей астрономичk= 7;ской научной общественнl= 6;сти в состав ком= 080;ссий по обсуждению нового стандарта образованиn= 3; по физике дл= 103; школ (основное и среднее образованиk= 7;);

– сохранение специальноl= 9;ти «&#= 1040;строномия= » в университеm= 0;ах, внедрение астрономичk= 7;ских курсов для студентов-ф = 80;зиков;

– завершение создания Кавказской Горной обсе = 88;ватории МГУ как базовой российской = 91;чебно-научн&= #1086;й обсерваторl= 0;и.

В связи с этим конференциn= 3; считает целесообраk= 9;ным привлечениk= 7; специалистl= 6;в по естестве = 85;ным наукам, включая астрономов, = 082; экспертизе программ и учебников курсов миро = 74;оззренческ&#= 1086;го звучания.

Чтобы избежать культурной деградации, необходимо значительнl= 6; усилить популяризаm= 4;ию науки и, в частности, астрономичk= 7;ского знания как мировоззреl= 5;ческого. Эффективноl= 9;ть такой деятельносm= 0;и во многом определяетl= 9;я уровнем государствk= 7;нной поддержки, которую необходимо усилить по следующим основным направлениn= 3;м:

– поддержк= 072; деятельносm= 0;и планетариеk= 4; путем принятия федеральноl= 1; межведомстk= 4;енной программы «Планетариl= 0; России», проработки правового статуса планетариеk= 4;;

– поддержк= 072; всех форм дополнителn= 0;ного образованиn= 3; по астрономии, стимулировk= 2;ние организациl= 0; астрономичk= 7;ских кружков, особенно в сельской местности;=

– поддержка научно-попу = 83;яризаторск&#= 1086;й издательскl= 6;й деятельносm= 0;и, обеспечениk= 7; подписки общеобразоk= 4;ательных школ на заре= 082;омендовавш&= #1080;е себя научно-попу = 83;ярные журналы астрономичk= 7;ского профиля.

    &nbs= p;       След&= #1091;ет усилить внимание к развитию любительскl= 6;й астрономии, созданию общественнm= 9;х объединениl= 1; для координациl= 0; профессионk= 2;льных и любительскl= 0;х программ, поддержке массовых публичных астрономичk= 7;ских мероприятиl= 1;. Конференциn= 3; отмечает позитивный опыт работы по организа = 94;ии Фестивалей науки в Москве, пров= 086;димых по инициативе МГУ, Всероссийсl= 2;их фестивалей любителей астрономии = 80; телескоп = 86;строения «Астрофес = 90;». Астрономам необходимо вести серьезную п = 86;вседневную работу со средствами массовой информации, наладить регулярный выпуск пресс-релиз = 86;в. Следует поставить вопрос о создании научно-обра = 79;овательног&#= 1086; телеканала «Знание».

Астро = 85;омическая наука в России испытывает немалые затруднениn= 3; в своём развитии, ра= 079;деляя судьбу всег = 86; общества. Неотложные задачи диктуют необходимоl= 9;ть интегрироk= 4;ания России в международl= 5;ый процесс создания сложнейших наземных и к= 086;смических астрономичk= 7;ских инструментl= 6;в нового поколения, которое невозможно осуществитn= 0; в рамках отдельных национальнm= 9;х программ. В с&#= 1074;язи с этим в первую очередь необходимы:

– вступление России в члены международl= 5;ого консорциумk= 2; Европейскоl= 1; Южной Обсер = 74;атории;

– реализация утверждённl= 6;й, но откладываеl= 4;ой в течение многих лет, Государствk= 7;нной программы создания космическиm= 3; обсерваторl= 0;й, проработка дальнейших перспективl= 5;ых космическиm= 3; программ, в том числе в международl= 5;ой кооперации;

– завершение создания международl= 5;ого радиотелесl= 2;опа РТ-70 (с Республикоl= 1; Узбекистан).
